The Economic Growth Institute (EGI), is a unit within the University of Michigan Office of Research (UMOR) and reports to UMOR as well as the Office of the Vice President for Government Relations. EGI empowers communities, businesses, inventors, innovators, and state and federal governments with economic and market insights to better engage and contribute to job creation, job retention, and improvement of local, state, and federal economies. EGI is seeking a Project Intermediate Manager for the Defense Cybersecurity Assurance Program (DCAP) and the Small Company Innovation Program (SCIP). This position will assist the programs with development and execution with projects from seminar development, company outreach and engagement, ecosystem mapping, and beyond. The Project Intermediate Manager manages projects between consultants, clients and universities and is responsible for proper fiscal and programmatic compliance. This position will manage and mentor student graduate and undergraduate Research Associates in the development and execution of associated projects and is responsible for program and cross-functional project leadership and overall success of program deliverables and enterprise wide projects as assigned.
Term Limited Appointment: September 1, 2019 – December 31, 2019 100% effort; then appointment will be reduced January 1, 2020 - February 28, 2021 to 50% effort; with possibility of of an increase in effort if additional funding is secured.
Recruit, assess and perform readiness assessments of firms and identify projects.
Plan, coordinate and execute steps necessary to host effective statewide seminars and provider mapping projects.
Supervise and direct student research associates in the associated projects.
Develop Request for Proposals and contract documents for professional services; evaluate proposals; and negotiate and finalize projects and their contracts.
Evaluate and authorize payments for consulting, university services and professional fees for project implementation projects. Document shared and individual practices and procedures.
Manage project performance, periodic cost, and productivity analyses. Deploy new processes and tools as needed.
Creating opportunities for operational excellence through consistency and cross-functional data and reporting practices.
Provide project management support and leadership within DCAP and SCIP and collaboration with other programs in the Institute.
Maintain and update reporting, project management, and database systems.
Prepare and present reports as needed.
Develop and maintain relationships with client firms, acting as the primary point of contact between company leadership and EGI.
Represent the Economic Growth Institute at meetings with other organizations and groups.
Support other Economic Growth Institute programs and initiatives.
A bachelor’s degree in business, marketing, education, science(s) or an equivalent combination of education and experience. Ability to work on multiple tasks in both a team environment and independently. Consulting and/or key account management experience: especially with small to medium size businesses/suppliers preferred. 2+ years of staff management experience and/or coaching. Proven level of maturity, excellent people skills and ability to function in a collaborative atmosphere with limited supervision. Established experience defining priorities, working through conflicts and identifying creative solutions. Project management experience.
Operational excellence experience in a client or customer environment. Must have the ability to exercise creativity, critical thinking, and judgment. Advanced MS Office/CRM/Project knowledge. Proficient business and technical writing skills. Excellent communication skills: follow verbal direction; ability to ask clarifying questions. Excellent organizational, professional and time management skills. Reliable attendance. Acquainted with office management systems, procedures, discretion and confidentiality. Ability to travel.
Advanced degree in business or marketing. Experience in change management situations.
Understanding of technical requirements in basic science and technology sectors.
Ability to safely and successfully perform the essential job functions consistent with the ADA, FMLA and other federal, state and local standards, including meeting qualitative and/or quantitative productivity standards.
Ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards. Must be able to communicate clearly via telephone.
Ability to enter into an ITAR/ Security Clearance restricted facility.
