The Role: Associate Director- International Public Finance Ratings Analytical- S&P - Paris

You will be required to prepare and perform meetings with senior management teams to extract and assess information relating to credit quality and to explain our credit rating opinions. Strong presentation and organizational skills are also required to present detailed information and reasoned opinions to our credit rating committees.
The Career Opportunity:
We are looking for a highly skilled individual to join our Sovereign and International Public Finance (SovIPF) Ratings group as an analyst at the Associate or Associate Director level, for our Paris office. The position offers a rare opportunity to work at board level and interact with senior local government officials, representing S&P Global Ratings at the highest professional standards. A stimulating range of analytical and communication challenges, interaction with policy makers and analysts across Europe and occasionally globally (LatAm, Asia), the option to assume and drive internal projects, and opportunities to acquire and develop new skills. Fundamental economic and financial analysis of local & regional governments ("collectivités locales"), and of government-related entities (including central government agencies, public sector funding agencies, social housing operators, or public healthcare providers) in France and French-speaking Belgium and Switzerland. Additional coverage may include Banks, Supranationals or Sovereigns if needed and after completion of successful training. The successful candidate will assume direct analytical responsibility for a portfolio of credits in the region, conducting site visits, preparing the analysis, and presenting a rating recommendation to committee. He/she will contribute to the group's outreach, research, and publishing efforts, including interaction with the media, investors, and cooperation with other groups within S&P Global Ratings. As an Associate Director, the successful candidate will be expected within a few months to routinely lead management meeting interactions and coach supporting analysts. The Team / The Business:
The Paris IPF pod covers about 40 ratings across France, Belgium and Switzerland, and performs additional analysis on unrated entities (typically, credit estimates) on local governments in the area. A Lead Analyst oversees the pod's analytical work and works hand-in-hand with the regional and global International Public Finance Sector Leads on ensuring analytical consistency on Institutional Framework Assessments and individual Ratings. Analysts in the pod, including the Asssociate Director and Lead Analyst, report to the Analytical Manager, who oversees a portfolio of about 15 analysts and 100 ratings on the Sovereign, Supranational, and International Public Finance asset classes in Western Europe and French-speaking Africa. Rating surveillance (including committees) involve day-to-day interactions with analysts across the EMEA region. The team produces high-quality research and investor presentations and selectively responds to media enquiries on rated sectors and issuers. Most issuer interaction takes place in French, in which the best communication skills are paramount. This includes responding to public tender documents in French.
What were looking for:
Fluent French (preferably native) and English. Additional languages spoken in the team's coverage area (Spanish, Italian, German) would be an asset. An interest in public policy and economics, with an understanding of institutional, budgetary, and debt trends and issues across French, Belgian, Swiss local and regional governments and for related public entities, notably in the healthcare or social housing spaces. Solid credit judgment, supported by the ability to quickly absorb, analyze, and act upon information is required to maintain and enhance the quality and timeliness of our analysis. The successful candidate will likely have more than 5 years of experience in credit or financial analysis. Candidates with less experience will be considered, possibly for an Associate grade, with opportunities to develop leadership skills, notably in client interactions. Strong organizational skills. Ability to work across teams within S&P Global Ratings, with a desire for continuous improvement and innovation, whilst adhering to established ratings criteria, methodology, policies and procedures. We operate in a highly regulated environment. Analytical excellence and strong presentation skills to drive and explain our credit rating opinions both internally to our rating committees, as well as externally, to issuers, investors and the media, in both written research reports and oral presentations. The position requires regular travel, mostly within France and Switzerland / Belgium.
