The Government Relations Specialist 3 will plan, develop and implement UC San Diego's Scripps Institution of Oceanography's State and local government relations program. Maintain existing and secure new State and local funding via State environmental and resource agencies by cultivating awareness, support and advocacy for Scripps research, infrastructure and education initiatives among key State and local decision-makers and funders. Monitor and proactively engage State and local executive and legislative processes as appropriate per campus-wide strategy. Develop third-party advocate support strategy for State and local funding initiatives.
The incumbent will identify, research, and summarize relevant planning materials to be used by senior management for short and long-range planning purposes. Research and prepare institutional documents on various State funding, research, science, regulatory, policy and legislative issues. Represent and/or speak on behalf of SIO at various events and meetings. Cultivate and coordinate meetings, tours, and briefings for high level visitors.
Graduation from college with a major in business administration, economics, statistics, educational administration, political science, or an allied field; and four (4) years of experience in administrative analysis or operations research; or an equivalent combination of education and experience.
Knowledge of state legislative branch committee system; legislative calendar; and legislative budget process. Thorough knowledge of public policy and knowledge of State and local government protocol.
Proven expertise and vision in linking state, regional, and local research priorities with fields of study.
Demonstrated knowledge of state governmental science policy and related funding issues and processes. Knowledge of state, local, and private research funding programs and process.
Previous success in developing third party advocate support strategies.
Thorough knowledge and understanding of the legislative process and how these activities can/will impact the campus and/or medical center and strong skills in reading and interpreting proposed legislation.
Proven skill in project management, including event planning and meeting deadlines. Experience planning high-level events and meetings from inception to completion.
Strong skills entering, editing, retrieving information, recognizing errors, and initiating corrections while using software applications, as Word, Excel, FileMaker Pro, PowerPoint, Adobe applications, mail merge, and email. Previous experience working on a Macintosh platform.
Previous experience researching topics and gathering information using the WWW and library resources. Strong knowledge of document conversion processes using Adobe and other programs. Understanding of and comfort with information technology.
Thorough research, analytical and critical thinking skills, including sound judgment and decision-making skills and skill to correctly identifying real and potential problems, advising management as required, and proposing effective strategic resolutions.
Thorough knowledge of basic concepts, principles, and procedures of building and maintaining effective relations with internal and external constituencies. Demonstrated success effectively interacting with an array of diverse interests, individuals, agencies and constituencies.
