The Manager, State Advocacy and Surgical Scope Fund develops and implements fundraising strategies for the Academy’s Surgical Scope Fund (SSF), to meet targeted fundraising goals in a two-year cycle. To achieve this objective, Manager reaches out to all Academy members and various national eye specialty societies – e.g. ASRS, ASCRS, ASOPRS, etc., and state societies. Manager develops a yearly strategic SSF fundraising plan including SSF expenditures/donations by month. Manager is also responsible for developing, implementing, and maintaining State Governmental Affairs (SGA) financials and records. Manager plans and develops state legislative strategies to derail optometric initiatives as assigned by the State Policy Director.
Develop and implement annual fundraising program to meet targeted fundraising goals in a two-year cycle.
Develop and distribute appropriate email/snail mail solicitation requests and action alerts to targeted AAO members.
Oversee SSF state and/or vendor disbursements to ensure timely distribution, as well as to ensure quality and cost control.
Create, implement and manage annual work plan for the EyeMD SSF committee – e.g. MD-to-MD annual fundraising efforts including Annual Meeting and Mid-Year Forum, etc.
Develop, direct and manage SSF telemarketing campaign and SSF non-telemarketing campaigns.
Initiate and implement SSF governance policy to ensure best practices for Academy and membership; including compliance with SSF Academy and legal requirements.
With Chair of SSF Committee compose SSF Committee/State Secretariat agenda and meeting minutes.
Determine strength and areas of improvement for future SSF solicitation initiatives and forecast performance by composing spreadsheets, charts, graphs for analysis of SSF contribution data.
Create an Excel document of state SSF disbursements on bi-weekly report to State Policy Director and inform State Exec Directors and State Ophthalmic Society Presidents of state specific disbursements, balance of the state’s SSF grant and SGA/AAO deadlines for SSF application review by State Secretariat and subsequent AAO Board review.
Plan and execute appropriate SSF member events and fundraising – e.g. special fund-raising events, donor thank-you receptions and recognition events.
Formulate and implement strategies as assigned by the State Policy Director to oppose optometric legislative initiatives/ legislative issues that pose a threat to patient care or imped ophthalmologists’ delivery of eye care.
Create and Maintain bi-weekly reports of SGA expenditures, and present impacts to Policy Director.
Advise Policy Director on SGA budget forecast performance and maintains financial accountability of all state specific expenditures (QECPS, State Legislative Grants) via spreadsheets, charts, graphs etc.
Complete all state reports in a timely manner to ensure Academy and employed contractors comply with various state laws/regulatory requirements.
Plan SGA participation in Academy member meetings – e.g. SGA participation in State Affairs Secretariat meetings, Academy Annual meeting and Annual Fly-in regarding securing speakers, event promotion, and compiling required reference materials etc.
Minimum of 5 years of experience in fundraising, state relations, government affairs, marketing and/or political arena preferred.
Knowledge of advocacy fundraising
Knowledge of project management
Knowledge of the state legislative process and grassroots advocacy
Knowledge of State Governmental Affairs issues, events and capable of communicating this knowledge effectively to membership for action. Able to produce quality presentations and graphics.
Ability to analyze, manipulate data and contribution receipts and forecast performance and adjust as needed in the solicitation process to ensure goals are met.
Strong interpersonal and relationship-building skills to effectively monitor and evaluate the performance of paid vendors and speakers to ensure quality and cost control.
Ability to reconcile internal financials to the Chair of the SSF Committee and State Policy Director and Academy finance department with SSF receipts and disbursements.
Strong ability in database management.
Skilled in industry-specific fundraising and grassroots software programs.
Skilled at Word, Excel, PowerPoint and Internet searches.
Able to track and research state bills.
Ability to maintain confidential information is a must.
Minimum Bachelor's degree, Advanced degree or equivalent experience preferred
Superior oral and written communications skills and creative problem solving
Strong organizational ability and attention to detail
