Under the general direction of the Legislative Director, the Legislative/Regulatory Liaison will serve as the Association's staff representative in front of the General Assembly and associated committees and serve as a liaison between members and the legislature. Under the supervision of Legislative Director, performs legislative, political and member grassroots based duties to meet the public policy goals of the Association as determined by membership. Will work directly with the Legislative Director and Regulatory Director on regulatory issues as needed. Under the general direction of the Regulatory Director, will assist providers with regulatory issues and may field member questions.
Examples of Work: Registered professional lobbyist working with the IL General Assembly, the Administration, state agencies, other provider associations and other lobbying and associated entities.
Responds to member request for legislative information.
Analyzes, with the assistance of the Legislative Director all legislation affecting the long term care industry, and prepares synopses and position papers on each.
Develops working relationships with legislators, legislative staff, agency liaisons, lobbyists for other health related organizations.
Assists members in developing personal, professional relationships with relevant legislators and staff and members of the Administration and state agencies.
Communicate the Association’s positions to General Assembly members and staff, members of the Administration, other lobbying entities and associated entities. This includes direct one on one lobbying activities.
Prepares written materials regarding legislative positions and issues in cooperation with other Public Policy staff and coordinates with Membership and Education staff as necessary.
Works with membership on their grassroots lobbying and campaign efforts at the district level.
Attends legislative events, including fundraisers, to increase the Association's visibility.
Performs political fundraising activities including solicitation of sponsorships & contributions.
Participates in campaign activities in both the primary and general election cycles, to include travel and overnight stays. Duties to include precinct based door to door work, cold calling, GOTV activities and others as needed
Assists in the preparation and submission of required lobbying disclosures to Secretary of State.
Attends the Annual Convention and Expo, requiring four nights and five days on site.
Performs other duties as required or assigned to assist Legislative Director in accomplishing all annual Public Policy Department goals.
With the Regulatory Director, represents nursing facilities, assisted living and DD providers with regulatory agencies and the general public; Assists the Regulatory Director by serving as representative on State committees and task forces and coordinates with Public Policy.
Reviews regulatory and legislative initiatives affecting nursing facilities, assisted living and DD members and, in consultation with the Nursing Facility, Assisted Living and DD Constituency Committees, develops uniform positions on these initiatives and coordinates with Public Policy.
