The Association of California Water Agencies (ACWA) invites applications for an entry level Legislative Advocate. ACWA was formed over one-hundred years ago and is located in the heart of Sacramento, just steps away from the State Capitol. ACWA is the country’s largest statewide coalition of public water agencies, a leader on California water issues, and a respected voice for its members in Sacramento and Washington, D.C. This is an exciting opportunity for a motivated professional to join our organization, advocating on the legislative front for over 400 member agencies. We are expanding our successful Government Relations Team.
About the Position
The Legislative Advocate I position is a new, full-time, and exempt position housed within ACWA’s Government Relations Team. The position is responsible for providing legislative advocacy furthering ACWA’s policy positions within the California State Legislature. ACWA develops positions on bills utilizing our unique 40-member State Legislative Committee which meets in person 10 times each year to vote to adopt our official association’s positions. In addition to advocacy, the position is responsible for policy program development and delivery for our large conferences held twice a year along with one-day annual educational events like our Legislative Symposium. The position will also oversee joint production of in-house government relations publications, collaborate on written material for multiple communication platforms, assist with department recruitment, and serve in the role of liaison to an internal policy committee. The position will work cross-functionally with other departments within ACWA to advance the overall goals of our Business and Strategic plan.
The ideal candidate will be a collaborative staff member who takes initiative in a legislative office, state agency, local water district, public relations office, contract lobbying firm, or trade association working as an analyst, writer, or under the government affairs umbrella. The ideal candidate will gain experience negotiating bills, drafting amendments, sustaining existing and building new legislative relationships, proactively developing strategic advocacy, leading external coalitions and internal policy issue workgroups to deliver outcomes, and planning policy conference program content. The ideal candidate should possess strong communication and presentation skills. A Bachelor’s degree and at least one year of experience with state legislative, state agency, local water district, or association work is required. A law degree is not required but is desirable. Knowledge of California water, natural resources, or local government issues is a plus.
